
Under the Housing (Scotland) Act 2006 and subsequent regulations, all private landlords in Edinburgh are legally required to have a valid Electrical Installation Condition Report (EICR) for every rental property. The EICR must be carried out at intervals of no more than 5 years, or at the start of each new tenancy if sooner.
This is not optional — failure to comply can result in significant penalties and may affect your ability to legally rent the property. Edinburgh City Council and other Scottish local authorities actively enforce these requirements, and tenants have the right to request a copy of the current EICR.
Important: The EICR must be carried out by a competent person — typically a qualified electrician holding the City & Guilds 2391 qualification. A visual inspection alone is not sufficient and is not legally valid for landlord compliance purposes.

An EICR doesn't simply pass or fail — it uses a coded observation system to classify any issues found:
Danger Present
Immediate risk of injury or death. The installation is unsatisfactory and must be made safe before the report can be classed as satisfactory. C1 issues must be addressed immediately.
Potentially Dangerous
Not immediately dangerous but could become so. Urgent remedial work is required. The report is unsatisfactory until C2 issues are resolved.
Improvement Recommended
Not dangerous but should be addressed. A C3 observation does not make the report unsatisfactory — the report can still be classed as satisfactory with C3 observations present.
Further Investigation
Cannot be assessed without further investigation. The report is unsatisfactory until the FI item has been investigated and any issues resolved.
